Biography
Lecturer at VNU University of Engineering and Technology; Chief of Office of the National Technology Innovation Fund (NATIF) under Vietnam's Ministry of Science and Technology. He works directly on the design and operation of NATIF's grant, concessional lending, interest subsidy and credit guarantee mechanisms for enterprise technology innovation projects, and contributed to the drafting of Vietnam's Law on Science, Technology and Innovation (2025). Within BIRALAB he leads overall strategy, fundraising in Vietnam and abroad, the financial and legal framework for non-profit operation, and the link between science policy and the commercialisation of research results.

Raman and SERS spectroscopy for biomedical diagnostics; biomedical engineering and instrumentation; science, technology and innovation policy; research funding mechanisms; commercialisation of research results.
